
Angela is the Chief Nursing and Midwifery Information Officer for the South Eastern Health and Social Care Trust in Northern Ireland. Prior to that, Angela held a strategic regional leadership role at www.nipec.hscni.net covering practice, acute care and digital health leading on regional and national work streams to transform nursing and midwifery practice in Northern Ireland and the United Kingdom (UK). This included standardisation of data sets for nursing records, setting standards for practice, and transformation of the person centred care planning process to adopt a ‘once for Northern Ireland’ approach; a policy framework for nursing and midwifery staffing in Northern Ireland; frameworks for delegation and supervision in nursing and midwifery; and the production of a United Kingdom national framework to support professionalism in practice.
In 2020, Angela partnered with colleagues across the island of Ireland, building on the work of the Australian Institute for Digital Health, to produce first the All Ireland Digital Capabilities Framework for Nurses and Midwives and then subsequently in 2022, the All Ireland Digital Capabilities Framework for Health and Social Care.
On 9 November 2023, Angela led the nursing and midwifery professions in the implementation of encompass powered by Epic. As the first Health and Social Care Trust in Northern Ireland to go live, lots of ‘firsts’ were achieved: Health Visiting, Mental Health and Intellectual Disabilities as well as the largest community nursing implementation Epic have completed globally. Since then, Angela’s leadership has supported four subsequent implementations of Epic in Northern Ireland, bringing the country to completion in May 2025, which is a first globally for Epic as a full in-country implementation across health and social care.
A Florence Nightingale Foundation Leadership Alumni, Angela chaired the UK and Ireland CNO Digital Leadership Group for Nursing and Midwifery (DLG) 2017 – 2023 and was previously a member of the Expert Review Body for Nursing and Midwifery Ireland, a ministerial appointment with the Department of Health, Ireland.
